sweepPreview.test: fixtures carry the full SweepKindCounts shape

30eb2e1 widened SweepKindCounts to five populations (blocked, deferred,
eligible, present beside reachable/missingInput) and the three inline
fixtures in the planOrder test still built the old four-field shape.
tsc failed on main; the node test runner does not typecheck, so 821/821
stayed green and hid it. The ordering under test reads none of the new
fields, so they are zero / null.
