editor(e2e): ops-cut-release — a second cut finds no [Unreleased] heading at all (the cut consumed it), and the 400's results say so
The first run expected "Nothing pending"; the writer's sentence for a file
whose heading is gone is "Could not find a `## [Unreleased]` heading to cut
from." Spec list 53/53 after the fix.
