homepage: tsconfig excludes `out` too, and eslint ignores public/source

`next build` copies public/ into out/, so after one build WITH a mirror the
next build's type check read out/source/tree/**/*.ts — the whole repo again —
and failed on a second `declare global var __yttJobRegistry__` (the tree's copy
of common/jobs/registry.ts). The plan excluded only `public`. With `out`
excluded the homepage program is 871 files with none from the mirror, and the
second build passes. eslint-config-next already ignores out/**; public/source/**
joins it.
