editor: the lane-context block belongs to an operation lane, not to every lane

Caught before the e2e run, by reading rather than by a failure. `LaneOperationContext`
— this operation's band, its "switched off" warning and the sentence naming the
operations it shares a queue with — was drawn on every page with a runner. On
`/operations/transcription` the lane's operation list is `[]` by construction, so
`switchedOn` was false and the page claimed auto-transcribe was switched off in
settings that do not exist.

It is gated on `bucketsByKind[lane].length === 0`, which is exactly the two lanes
whose work list is an operation's ids rather than a snapshot bucket —
`selectableBucketsForKind` returns [] for them permanently and by construction.
On the two bucket lanes the page IS the lane: no siblings, no membership list,
and nothing for a switched-off sentence to be about.
